I think when someone says to edit smart it literally means to do some detailed thinking into what you are editing, which is basically planning ahead before starting your video and make sure you have all the right sources you need and to also make sure if your audio matches the scenes you are using. Sometimes when editing you need to make sure of all these things and when you start editing you already know what you are doing so you won't just out of nowhere go wild and end up having a bad turnout or something you dislike. If you think you are not doing something right and you want to get your ideas through you can probably ask someone about something or try things out as you are editing. So yeah that is my opinion about it which is basically planning and thinking. Other people might have different things in mind, but hope this helps!

It's not as big of a deal for like hobby editing. In a production pipeline it is ABSOLUTELY pivotal that you do as much pre production as possible, which is mapping out scenes and timing with early edits of Animatics or with storyboards and super early Audio takes to help motivate the pacing of what you're editing. This avoids having to come up with ideas and concepts during production and wasting time working on stuff that you'll end up not using.
in hobby editing I would say that "editing smart" is pretty much just having a clear concept before you just rush in and edit your video by cutting to every beat in the music and calling it good.
I also ALWAYS get critique. I believe it's the most important part of any creative process because you get to see your work from somebody else's point of view.
